DESCRIPTION: A. Olmsted County is soliciting Best Value proposals for a new Exhibition Center to be located within Graham Park. This 83,000 square foot flat floor space will host a variety of events all year round including equine events, livestock events, County Fair functions, conventions, trade
shows, banquets, and receptions. The facility is not intended to compete with other local venues, but the size of the space could also accommodate sporting events and music performances if needed in the future.
B. This facility is unique in that it is anticipated to have a dirt floor season from May through October in the arenas. During those months the facility will be utilized for equine, livestock, and other dirt floor events. The dirt will be removed for the balance of the year and the space will
host more traditional flat floor events such as trade shows, conventions, and other large venue attractions.
C. All Graham Park functions, including the 2026 County Fair are expected to stay fully operational during construction. The Best Value Respondents will be required to safely separate construction from Graham Park operations through a high level of planning and
communication.
D. The project construction budget is approximately $36,000,000, which is funded through a combination of local funding and a $8,000,000 State Grant. The legal description and boundary survey of the State Grant area of encumbrance is limited to the area shown on sheet
C006 and it is very important that the cost proposal be broken down according to the work inside the State Grant area and outside the State Grant area. The Attachment B of the Best Value submittal documents should be estimated and filled out accordingly.
E. The Best Value proposals are to include all sales and use taxes and this project is not being pursued as tax exempt.
